WebTracker Use by Non-Affiliates
Not an ATHN Affiliate but still want to use WebTracker? Centers that are not ATHN Affiliates can still adopt the WebTracker platform; however it is their responsibility to comply with HIPAA privacy and security rules and software maintenance contracts. Below are some of the responsibilities involved if HTCs choose to go it alone:
- The HTC will be required to contact Ground Zero Software about transitioning to WebTracker. Licenses have been reserved for all federally funded HTCs. A license would be available to the center even if they do not choose to become an ATHN Affiliate.
- It would be the HTC’s responsibility to understand and comply with HIPAA Privacy Rule as related to WebTracker. The HTC would need to negotiate a relationship with CDC to host the site’s data on the CDC servers and develop their own patient authorization form.
- The HTC would need to map and transfer the HTC’s data currently stored in Lab Tracker to fit the new WebTracker format.
- Each center would be responsible for the costs of converting current data to be compatible with WebTracker, ongoing software maintenance fees with Ground Zero Software, and for training programs to leverage this tool for surveillance reporting and other practice management functions.
All of these steps are facilitated for ATHN Affiliates. The attached process and document flow chart is the ATHN Affiliate process for complying with HIPAA privacy and security rules that does not require individual contracts with the Centers for Disease Control and Prevention or with Ground Zero Software (the developer of the Lab Tracker platform). <Click here for the process flow diagram>
If you are not yet an ATHN Affiliate, ATHN is committed to earning your support and participation as an Affiliate. Our goal is for 100% of HTCs to be part of ATHN. We encourage you to join your colleagues in their decision to work with ATHN to improve the health of patients treated throughout the bleeding disorders community.
We will work with you and your institution to overcome any obstacles you face in becoming an ATHN Affiliate. We have experience and materials to help you answer questions about privacy, security and operations. We have worked with a number of institutional review boards (IRBs), legal departments and administrators to address institution specific questions. And, we are willing to assist you so that your HTC can take advantage of the benefits and support services available to ATHN Affiliates.
